NEW | Moray Tourism Strategy

11 September 2025 • Sarah Medcraf

SCOTO has been appointed to work with Moray Council on the co-creation of a new Tourism Strategy — one that begins not with tourism targets, but with the needs, strengths, and ambitions of the people, places, and businesses that define Moray. As this strategy is being developed in the absence of a Destination Marketing Organisation, it will take a comprehensive look at both the “what” and the “how.”

The approach is based on the principle that tourism should add value to community life — enhancing local economies, enriching cultural and natural assets, and supporting the wellbeing of residents. At its core, the work positions communities in the driving seat, with tourism developed as a tool to deliver wider social, environmental, and economic goals.

Over the coming months, SCOTO will collaborate with Moray Council, businesses, community organisations, residents, and wider stakeholders to gather insights. This will be achieved through workshops, one-to-one and group online meetings, and targeted engagement with underrepresented voices.

A Moray-wide tourism strategy survey is now live, open to all residents, businesses, community groups, and organisations.

SCOTO Consulting are currently co-creating the next tourism strategy for Moray, building on their innovative SCOTO Press Pause ® approach.

They are inviting engagement across Moray in three different ways:
